Preheat oven to 400 degrees F and line a baking sheet with parchment paper. Place wings on baking sheet and set aside.
In a small bowl, mix together 1 tablespoon vegetable oil, 1 teaspoon paprika, ½ teaspoon salt, ¼ teaspoon ground black pepper and mix well. Use a pastry brush to brush both sides of each chicken wing with oil mixture.
Bake for 30-35 minutes or until browned and crispy.
While chicken wings are cooking, mix together glaze. Place remaining 2 tablespoons oil, lemon juice, honey, garlic and ½ teaspoon ground black pepper in a small saucepan and mix well.
Heat over medium high heat, stirring frequently until mixture begins to boil. Let boil for 1 minute, stirring constantly until combined. Remove from heat.
When wings are done cooking, remove from oven and dredge each wing into glaze.
