Begin by lining a baking sheet with tin foil or parchment paper.
Bring the sugar, milk, unsalted butter and cocoa if you are using it to a rolling boil in a medium saucepan over medium heat, stirring occasionally, then let boil for 1 minute. Remove from the heat.
Add the oats, peanut butter, vanilla and salt, and chocolate chips and stir them thoroughly to ensure that the chocolate chips are completely melted and that all of the ingredients are completely combined.
Using a tablespoon cookie scoop, drop teaspoonfuls of the chocolate peanut butter mixture onto the prepared baking sheet.
You can either allow it to sit at room temperature until cooled and hardened, or place them in the refrigerator for about 30 minutes.
