Place chocolate chips and ½ cup of whipping cream into a microwave safe bowl. Microwave at 100% powder for 60 seconds. Remove from microwave and stir until chocolate is completely melted.
Add vanilla and mix well. Set aside.
Add remaining 1-½ cups whipping cream and beat until stiff peaks form. Reserve ½ cup of whipped cream.
Pour chocolate into the whipped cream and mix well until evenly distributed.
Place chocolate mousse into a piping bag fitted with a large star tip and pipe into serving dishes.
Place reserved whipped cream into a small piping bag fitted with a star tip and pipe a small amount on the top of each serving of mousse.
Add sprinkles and a little candy heart.
Refrigerate for 1 hour and serve or cover and refrigerate until ready to serve.
