Prepare cake mix according to package directions. Use a 3 tablespoon portion scoop to scoop batter into cupcake liners. Bake according to package directions and let cool completely.
Frost cupcakes with white icing. Add 4 blue candies to create a square shape in the upper left of the cupcake. Add a row of 2 red and a row of 2 white. Follow with a row of 4 red and 4 white candies to create a flag.
Repeat until all cupcakes are decorated.
