Preheat oven to 200 and line 2 baking sheets with parchment paper. Set aside.
Add egg whites, vanilla and cream of tartar to a mixing bowl and whisk on high speed until stiff.
Add sugar, 1 tablespoon at a time, whisking for 15 seconds after each addition until all sugar is combined. Add gel food coloring. Beat an additional 5 minutes until glossy, not dry or stiff.
Place mixture into a piping bag fitted with a 1M star tip. Pipe a 2" pline on parchment paper and place a lollypop stick into the mixture. Pipe a heart on top of the stick and repeat until you have about 6 hearts on each baking sheet. Add sprinkles.
