In a mixing bowl, add flour, sugar and baking powder. Mix well. Add butter and milk and use a pastry blender to work dough together. It will take a minute or two and some elbow grease.
When dough forms, divide into six equal parts. Shape dough into a ball and flatten to ½" thick.
Use a 2 tablespoon portion scoop to press a large divot into the dough. Fill each cookie with 2 tablespoons of preserves.
Bake for 20-25 minutes or until the bottom begins to get golden brown. Cool completely before adding a dusting of powdered sugar.
